An Issues & Guidelines Office would be a CBO-like entity created within the legislative branch to bolster Congress's understanding of key issues and potential guidelines for balanced solutions to those issues, generate a source of expertise to aid in writing legislation on those key issues, and lessen political influence on that legislation‍‍
